Strengthening Corporate Rule of Law and Upholding the Bottom Line of Compliance — The Holding Company Hosts a Special Lecture on Criminal Risk Prevention and Control for Enterprises
To further strengthen the compliance and operational management of the holding company’s invested enterprises, solidify a law-based mindset across all employees, uphold the ethical底线 of professional integrity, and effectively prevent and mitigate criminal legal risks in corporate management, the holding company recently organized a specialized training session on the prevention and control of enterprise‑related criminal legal risks. The president and vice presidents of the holding company, the union chairman, senior executives from each group, heads of all units, and managers in key positions—such as finance, procurement, sales, and engineering projects—participated in the training both on-site and online.
This training session featured a special lecture delivered on-site by Deputy Chief Prosecutor Mao Peibing of the Rongcheng Municipal People’s Procuratorate. During the session, Prosecutor Mao, drawing on the realities of private‑enterprise operations and development and citing typical criminal cases involving businesses in recent years, systematically identified high‑frequency criminal legal risks in key areas such as corporate management, project construction, financial oversight, procurement, and workplace safety. He also conducted an in-depth analysis of the root causes, manifestations, and grave consequences of common offenses and crimes, including embezzlement, misappropriation of funds, dereliction of duty, and accidents resulting from violations of workplace safety regulations.
Chief Prosecutor Mao provided a precise interpretation of current policies on legal safeguards for the private sector, the procuratorial organs’ measures to protect and benefit enterprises, and key aspects of corporate compliance. Drawing on case law and concrete examples, he clearly delineated the legal red lines for specific roles and the boundaries of official duties, offering professional, pragmatic, and highly targeted guidance to management at all levels of investing enterprises in identifying risks, standardizing履职 practices, and strengthening internal control mechanisms.
The entire training program was closely aligned with the realities of corporate operations, featured vivid and insightful case studies, and delivered powerful warnings and deterrents. It effectively addressed legal knowledge gaps among key personnel, further enhancing all participants’ awareness of the rule of law, risk management, and compliance in performing their duties.
Going forward, the holding company will take this training as an opportunity to further strengthen its rule-of-law‑based and standardized management, conduct regular legal‑compliance awareness campaigns, and continuously refine its internal control and risk‑prevention framework. It will guide all managerial personnel to maintain a sense of reverence, remain vigilant, and uphold fundamental red lines, ensuring that the principles of rule of law and compliance are fully integrated into every stage of production and operations, project management, and internal control oversight. In doing so, it will build a robust legal safeguard to support the high‑quality, stable, and compliant development of all group entities and subsidiaries.
