The flag‑presentation and unveiling ceremony for the Haicheng Maritime Volunteer Rescue Team was held successfully.


On the morning of August 19, a flag‑presentation and unveiling ceremony for the Haicheng Maritime Volunteer Rescue Team was solemnly held at Haicheng Fishing Port. Hosted by Shandong Haicheng Aquatic Products Group Co., Ltd., an investment enterprise under Xinfafa Holdings, and guided by the Haigao Park Management Committee, the Weihai Shidao Maritime Safety Administration, and the Rongcheng Municipal Ocean Development Bureau, the event marked the official establishment of a localized, routine maritime volunteer emergency‑response force within the jurisdiction.

The ceremony was marked by a solemn yet vibrant atmosphere, with over 40 participants, including leaders from various levels of government and all members of the rescue team. During the event, representatives from relevant authorities and enterprises delivered remarks in turn. In his address, Lu Yonghuan, President of Xinfafa Holdings, emphasized that nearshore operations are densely concentrated and maritime conditions are complex, leading to frequent emergencies. He noted that establishing a local volunteer rescue force will effectively address gaps in grassroots nearshore emergency response and help build an efficient, coordinated maritime safety‑protection system. Haicheng Group pledged to provide comprehensive support for the team, ensuring adequate rescue equipment, conducting regular training exercises, standardizing management protocols, and cultivating a highly professional volunteer rescue workforce.

Following this, the ceremony moved to its core segment: leaders from the Weihai Shidao Maritime Safety Administration presented the rescue team with its flag, while officials from the Haigao Park Management Committee and the Rongcheng Base of the North Sea Rescue Bureau unveiled the team’s plaque. On behalf of all members, the rescue team captain pledged to keep their mission firmly in mind, hone their practical skills, fulfill their duties conscientiously, and do everything possible to ensure the safety of the waters under their jurisdiction. At the conclusion of the ceremony, all leaders, guests, and rescue team members posed together for a commemorative group photo, bringing the event to a successful close.

Following the plaque‑presentation ceremony, a specialized training session on maritime safety was held in the fifth‑floor conference room of Haicheng Group. Maritime and rescue‑operations experts delivered lectures on topics including the identification of maritime hazards, distress‑alert procedures, near‑shore emergency response, safe vessel operations, coordinated rescue efforts, and lessons drawn from typical accident cases, thereby strengthening the theoretical knowledge and practical skills of fishing vessel captains, frontline crew members, and rescue‑team personnel in both safe operations and emergency response.

The formation of this team has effectively consolidated local maritime operational resources, bridged the “last mile” in nearshore emergency response, and established a robust safeguard for the region’s high-quality marine economic development and safe offshore operations.
